The grieving parents of a boy killed at a racetrack have accused a council of "incompetence at the highest level" for failing to complete a vital report two years after the tragedy.Andy and Pauline Buchanan say they've been left "living in limbo with no answers" since their son Millar, 11, died in an off-road bike crash at the East of Scotland Kart Club in Crail, Fife.A delay in the submission of a health and safety report by Fife Council is stalling the family's plans to push for a fatal accident inquiry.

Millar's parents say they need the council report before there’s any chance of an FAI taking place.Andy, 52, said: "It's now two years since Millar died and we've been left living in limbo.

Fife Council still haven't finalised a health and safety report on the incident despite promising us – again – that it would have been published last October."We need this report before we find out if an FAI will be held so that we can finally get some answers.
