At least eight children are among those who were shot. Three people were detained and firearms were recovered, police chief Stacey Graves said at an evening news conference.
Taking to X, formerly Twitter, Travis wrote: "I am heartbroken over the tragedy that took place today. My heart is with all who came out to celebrate with us and have been affected.
