Prison slammed by watchdog after officers took 23 minutes to respond to inmate who died of heart attack

A Greater Manchester jail has been heavily criticised by the prisons watchdog after officers took 23 minutes to respond to an inmate who later died of a cardiac arrest.

Convicted burglar Edmund Carley was serving a 19 month sentence at HMP Hindley in Wigan when he complained of breathing difficulties on the night of May 1, 2018.

But there was an 'unacceptable' and 'inordinate' delay in officers responding. The 39-year-old, who had a history of drug use and mental health problems, first pressed his bell at 10.26pm.

But it wasn't until 10.49pm, that officers eventually entered his cell, followed shortly after by a nurse. They found Mr Carley, who had been smoking spice, face down on the floor. READ MORE: READ MORE: CPR was carried out and an ambulance was called, but there was a further delay in paramedics arriving as 'no advance provision' was made to unlock the prison gates.
