A Greater Manchester jail has been heavily criticised by the prisons watchdog after officers took 23 minutes to respond to an inmate who later died of a cardiac arrest. Convicted burglar Edmund Carley was serving a 19 month sentence at HMP Hindley in Wigan when he complained of breathing difficulties on the night of May 1, 2018.
