A prisoner's controversial jail sentence 'may have played some part' in his death, a watchdog ruled.John Winchcole received an indeterminate sentence for public protection (IPP) in 2008.
The controversial sentences were introduced in 2005 and were intended for criminals considered 'dangerous' and persistent, but whose offences did not merit a life sentence.Although they were scrapped in 2012, they have left a legacy of prisoners who - even when they have stayed out of trouble for years - can be recalled to jail.
Mr Winchcole had been released from jail on license when he was recalled in April 2018.He returned to HMP Forest Bank in Salford after being suspected of committing further offences.
The 36-year-old was found unresponsive in his cell as an officer unlocked his door on September 10, 2018. As reported in the Manchester Evening News, a post-mortem examination found he died as a result of suicide.
