Council urges Scottish Government to dismiss developer's appeal to build homes in Kinfauns outside Perth

Perth and Kinross Council has argued a developer’s appeal against a committee’s rejection of their application to build 15 houses in Kinfauns ought to be dismissed.The local authority has asked the Scottish Government to side with councillors who last year voted 10-3 against accepting a recommendation to approve Ogilvie Homes’ application to erect the new dwellings on land east of Caledonian House.The council has told the government’s Planning and Environmental Appeals Division (DPEA) the proposed development would create “significant adverse road safety issues” and would not “contribute positively” to the surrounding environment.The warnings come despite the council’s head of planning and development David Littlejohn signing off a report last year recommending councillors approve the application raising no such concerns.The report, which was presented to the local authority’s development management committee for approval last July, said the proposed dwellings were “comparable” with housing designs already approved for the site back in 2010.It also said the layout of the proposed development was considered “acceptable from a road’s perspective”.However councillor Willie Wilson moved an amendment to refuse the application saying he was “very unhappy” about road access issues likely to arise as a result of the development’s layout.He was seconded by councillor Tom Gray who raised concerns about the number of houses proposed facing the main road through the village.Now the council has told the DPEA in a response to Ogilvie Homes’ appeal: “There are significant adverse road safety issues as a result of the proposal for three parking bays in the front curtilage for each of the five substantial detached dwellinghouses fronting
