Smiling nervously, a teenage boy opens a plastic bag and pulls out a set of three kitchen knives. "That’ll do some serious damage, and for next to nothing," says Sergeant Paul Heap, pointing at the £1.25 price tag on the packaging.
Despite not being 18, the boy has just purchased the knives from a busy shop on Cheetham Hill Road, without even being asked for ID.

The shop worker initially denies the accusation before conceding that he served the boy because “there was a rush” at the till. "These are getting on the street and being used by young people," Sgt Heap tells him. "People are getting killed.
