The law is named after Martyn Hett who was one of the 22 victims of the Manchester Arena bombing in 2017, and its introduction has been championed by his mother Figen Murray.
It would impose a duty on those responsible for public spaces to engage with freely available counter-terrorism advice while also setting out how they would mitigate risks to the public.
