The Premier League will only be given the green light to return to competitive action next month once the impact of group training has been assessed.
Clubs have been allowed to train in small groups as part of the government's plan to get elite sport back up and running behind closed doors from June 1.
The Premier League's Project Restart is still aiming for the campaign to resume in June and further discussions between the league, clubs and government officials will take place over the next week.
But England's Deputy Chief Medical Officer Prof Jonathan Van-Tam said competitive games would only be allowed once training had begun without any hitches.
