Fly-tippers could be hit with £200 fixed penalty notice under new crackdown plans

Ayrshire residents are being urged to back a proposed bill to crack down on fly-tipping.South Scotland Tory List MSP Sharon Dowey’s call comes after her party colleague Murdo Fraser launched plans to update and improve the current legislation, which dates back to 1990.The bill seeks to increase sanctions for fly-tipping, including by lifting the current fixed-penalty notice of £200, improve data collection of incidents and to guarantee the person on whose land waste is disposed on is not responsible for its removal.Mr Fraser is also proposing a strict liability, which would mean the generator of the waste would be responsible for clearing it up and paying any fines.The bill is being backed by organisations including NFU Scotland and Scottish Land & Estates.Sharon Dowey MSP said: “I’m really pleased to be backing Murdo’s plans to crack down on fly-tipping.“All too often fly-tipping is a scourge on our beautiful landscape and communities in Ayrshire.“When people dump waste at unauthorised locations, it’s the public, the landowners, and our local authorities in Ayrshire who are left to pick up the pieces.“This new bill will strengthen the current law on fly-tipping, which is far too outdated now.“Not only will it make the person who generated the waste legally responsible, it will also increase the penalties for fly-tipping.”Mrs Dowey wants as many people as possible to make their feelings known during the consultation period which runs until May 23.She added: “By taking your views on this new bill, we should end up with legislation that will prevent fly-tipping in Ayrshire for long into the future.“I would encourage everyone in Ayrshire to get involved during the consultation process in the coming weeks.“I also hope that
