Livingston was hailed as the town of tomorrow as it developed in the 1960s - and now West Lothian is making another bold grab for the crown of innovation in community development in the 21st century with new way to cut back on car use.Winchburgh, as it grows, will be home to one of Scotland’s pioneering new town concepts - the 20-Minute Neighbourhood.The concept in community development is being rolled out in West Lothian, and also at Blindwells near Prestonpans, and promoted in national planning guidance as a means of achieving more sustainable and better connected places.A 20-minute Neighbourhood is all about living well locally, giving people the ability to meet the majority of their daily needs within a reasonable walk, wheel or cycle
