Burnage, played an active role in Manchester’s Labour movement throughout his lifetime. He was elected as an 'anti-cuts' Labour councillor to Manchester City Council in 1984.His work saw him support anti-deportation campaigns in the city and, along with others, he helped establish Manchester’s Immigration Welfare Centre which is now the Greater Manchester Immigration Aid Unit.In a tribute to Mr Clegg, the Greater Manchester Immigration Aid Unit said he was ‘never deterred by small setbacks’ and would always fight for what he believed in.

He also led the AIDS Working Party and played an active role in setting up the Manchester Gay Centre in 1986, which is based on Sidney Street and is now known as the Proud Trust’s LGBT+ Centre.
