Too many inmates in Stangeways prison spend 22 hours a day locked up in their cells says a new report. With Covid-19 restrictions still in place face-to-face education is "practically non existent".
Staff shortages have restricted the number of prisoners who could get to the library, gym or workshops. Approximately 43% of the population were unemployed and were locked in their cells for about 22.5 hours a day during the week.
HM Chief Inspector of Prisons says there was also evidence of a lack of trust that prisoners had in prison staff. He also says a high turnover of governors - ten in 21 years - is a key reason why deep-seated problems persist.
