An ambulance service commander has told the public inquiry into the Manchester Arena bombing why he didn't send more paramedics into the City Room blast zone.
Daniel Smith, an North West Ambulance Service consultant paramedic, was the operational, or 'bronze', commander on the ground. "We do not, should not, must not, deploy into warm zones," he told the inquiry on Wednesday.
Earlier, the inquiry heard NWAS plans for a major incident stated ambulance staff shouldn't treat patients until 'command and control' was in place.
Patrick Ennis, an advanced paramedic, arrived at the scene 11 minutes after the 10.31pm explosion - he was the only paramedic to enter the City Room blast zone for 40 minutes.
