Manchester first saw smart motorways appear on the M60 in July 2018, with the technology helping implement variable speed limits for cars travelling on the motorway as well as occasionally opening up the hard shoulder as a live lane.
However, they have come under criticism over safety concerns should drivers break down in a live lane with no hard shoulder available.

A recent inquest into a mum-of-five who died in a crash in 2018 ruled that her car being stationary on a smart motorway section of the M1 without a hard shoulder had played a significant role in the fatal incident.
The inquest heard how the car had driven about 250 yards past an emergency refuge and was stranded undetected in lane one, which was still live, for 16 minutes and 21 seconds.
