Rogue landlord fined as rubbish dumped by river while tenants lived without bins

A rogue landlord has been fined thousands after rubbish was fly-tipped by the River Medlock while tenants lived without bins at their home.

Registered landlord Roger Howarth was taken to court after a large number of bin bags were found on Park Road Bridge, in Oldham.

Environmental enforcement officers visited the scene back in November 2019 and found evidence in the waste which could be traced to an address on Hollins Road.
