Footage of the incident, alleged to have taken place at Lovisa in Sheffield's Meadowhall shopping centre, has been widely circulated and criticised on social media.
In the 30-second video, taken by a bystander outside the shop, the child can be heard crying and shouting "get off" and "no" as one woman holds her and another attempts to calm her down.
