Commissioned by Andy Burnham, the review assessed the preparedness for, and emergency response to, the May 2017 terror attack, which claimed 22 lives.
Ian Hopkins was GMP's chief constable at the time, but resigned last December in the wake of a damming inspectorate report which revealed the force was failing to record crimes.
