Brunswick Mill, the Grade II listed landmark in Ancoats, would be converted into flats and townhouses as part of a £58m scheme proposed by Maryland Securities.
The renovated building, which dates to the 1840s, would house 153 apartments, while the remaining 124 homes will be built in two new-build blocks at the Bradford Road site.
