direct to your inboxManchester council could change the way it discusses climate change issues in a move that has been welcomed by environmental campaigners.A petition signed by more than 1,700 people called for a new committee to be established to measure Manchester's targets of becoming a zero carbon city by 2038.Sir Richard Leese, leader of Manchester council, suggested that the remits of existing scrutiny committees could be reviewed to make more space for climate change debate.But he stopped short of supporting the proposals for a seventh scrutiny committee, and instead agreed that climate change needed to become a central issue for an existing group of councillors.The petition was presented to the resources and governance scrutiny.
