Gavin Newsom announced the news Monday from Sacramento, where he called it "a very positive sign" that's only being announced now "for one reason — the data says it can happen."Businesses that fall into a "low-risk" category, and will thus be allowed to open Friday, include expanded retail (with curbside pickup) and associated manufacturing and supply chains that support those businesses.
