Last September the local authority, one of the biggest in Scotland, took delivery of the flagship fleet of Renault Zoes on a three-year lease.But a year on, they’ve hardly turned a wheel.

We found rows and rows of unmoved EVs (all-electric cars) stored in three council car parks in Hamilton with the vehicles neatly arranged in alphabetical registration plate order as they would have arrived from a car transporter.
