The report was based on stakeholder engagement with 4,000 people – it found that historic racism may mean people are discriminated against when it comes to personal protective equipment (PPE) and may result in those from BAME backgrounds being less likely to seek care or demand better protection.The report says "there is clear evidence that Covid-19 does not affect all population groups equally."The PHE review of disparities in the risk and outcomes of Covid-19 shows that there is an association between "belonging to some ethnic groups and the likelihood of testing positive and dying with Covid-19."It found people of Bangladeshi ethnicity had around twice the risk of death when compared to people of White British.
