Incessant rain left large parts of Dumfries and Galloway under flood water yesterday.And the deluge impacted on travel with many roads impassable leading to the cancellation of bus services, including from Lockerbie to Dumfries, and trains.The torrential rain left beleaguered traders on the Whitesands in Dumfries once again staring at the misery of their premises being flooded.Rab Smith, owner of Domino’s Entertainment record store, spoke to the Standard as the water rose to the doorstep of his shop.Mr Smith, who was trying to save stock worth tens of thousands of pounds, said: “It’s complete negligence on the part of the council.“They seem to think ‘oh well they are on the Whitesands they must be used to this by now’.“Since September 1977
