Dean Clare, 38, was spotted by police acting suspiciously and shining a torch into a garden on Molyneux Avenue in Warrington.
The officer, who was dealing with an unrelated matter at the time, approached him and noticed that he appeared to be clutching a sandwich bag containing a number of individually wrapped parcels, the Liverpool Echo reports.
