A Saltcoats pub has revived plans for a beer garden — seven years after getting a knockback from council chiefs.The Elms, in Raise Street, saw a 2014 bid rejected due to the potential impact on neighbouring Saltcoats Health Centre.But current owners Trust Pubs Ltd hope a new proposal to operate a beer garden outwith the health centre's opening hours will see the move green-lit this time round.They want to turn a grass area behind the watering hole into a 48 capacity outdoor drinking area with waitress service.The beer garden would be completely enclosed by a six foot high fence and covered by CCTV, according to planning documents lodged with North Ayrshire Council.Applicant Joe Fitzpatrick, of Trust Pubs Ltd, wrote: "Advised by Planning
