Billy Hatton, 28, was remanded in custody at HMP Forest Bank when he was initially allowed out of his cell to have some time in the exercise yard as part of the new Covid-19 regime imposed last year.

After some prisoners began to 'mess about', staff asked them to return to their cells due to fears of items being passed between each other, but Hatton refused.
