It depends who you ask! Manchester City haven't commented beyond their official statements and an interview Ferran Soriano gave to the club's media straight-batting the accusations, but they insist that they will be exonerated and hope that the Court of Arbitration for Sport (CAS) can provide the independent review that they feel the UEFA investigation lacked.
There's a possibility that City and UEFA could reach an agreement between themselves but that seems unlikely given the way events have unfolded and what has already been said.
More likely seems to be a hearing at some point - hopefully before the next Champions League to avoid further delay and uncertainty; it could affect City's transfer plans this summer.
