Why has Bolton never become a city? And could it happen soon?

Bolton is one of the largest towns in the country to have never been granted city status. Sitting between the northern edge of Greater Manchester and the historic county of Lancashire and with a population of around 285,000 people, it is a surprise to some that the borough remains a town.

Its most recent application to become a city was made in 2011, when the government encouraged towns to apply for upgraded status in celebration of the Queen's Diamond Jubilee.

However, Bolton lost out and instead Chelmsford in Essex and Perth in Scotland were officially announced as Britain's newest cities, along with the tiny St Asaph in Wales, home to just 3,350 people.
