Salford council has struggled to attract any new foster carers despite a £460,000 recruitment drive that saw allowances increase by 40 percent.

Foster parents in the city received their first pay rise in a decade last year - of more than £100 per month - as the town hall looked to tackle its expensive children’s services bill and avoid spending money on more expensive agency placements.

But while it has meant the town hall has hung on to its existing workers, it has struggled to attract new ones.
