The first paramedic at Manchester Arena after the bombing assessed and triaged casualties inside the City Room blast zone, but didn't give any direct treatment, the public inquiry into the atrocity heard.
Police and members of the public, as well as Showsec security and event medical staff, gave first aid as best they could. But Patrick Ennis, at the time a North West Ambulance Service (NWAS) advanced paramedic who arrived at the scene 11 minutes after the bomb was detonated at 10.31pm, accepted that in line with his training, policy and the roles he was performing, he didn't provide any form of medical treatment to any casualty himself.
