'Absolutely not': Government denies students have been treated as 'cash cows' as thousands await return date

Michelle Donelan was speaking to the Manchester Evening News ahead of a decision on whether all students will be advised to return to university for teaching.

Since 8 March, those on 'critical worker' courses such as healthcare, teaching and social care have come back. Those who believe it will be better for their mental health, or because of inadequate study space at home, have also been allowed to return.
