A $16.1 billion federal program set up to provide emergency relief to distressed movie theaters and live venues has started distributing funds, but venue operators say the process has been slow and a key deadline has been missed.On Thursday, the Association of Performing Arts Professionals, the League of Historic American Theatres, the National Association of Theatre Owners, National Independent Venue Association, National Independent Talent Organization, Performing Arts Managers and Agents Coalition and the Performing Arts Alliance called on the Small Business Administration, which is implementing the program, to immediately provide grant funds to eligible entities and resolve bureaucratic issues.The program was signed into law in December
