A fly-tipper has been fined after he was captured on CCTV dumping rubbish twice in the same day. Council investigators established that 'brazen' Stephen Quinn, 43, was at the wheel of a white panel van used to dump rubbish in Ancoats and Beswick on June 3, 2020.
He was first captured on CCTV at 8.20pm when he got out of the van on Branson Street in Ancoats, opened the doors and, according to the council, 'proceeded to dump items from the vehicle on the ground and drive off'.
Two hours later, more CCTV captured him reversing onto wasteland in Beswick where he dumped more rubbish including a mattress, said the council. He accepted a fixed penalty notice of £400 during the interview. But he failed to pay the fine and his case was sent to court.
