Renfrewshire Council’s top official has revealed the local authority is running out of cash as the coronavirus pandemic takes its toll on the region.In a stark report to an emergencies board, chief executive Sandra Black said a multi-million government bailout and raiding its reserves wouldn’t be enough to make ends meet.
