A former senior detective has told a tribunal that a 'rotten culture of cronyism' at Greater Manchester Police is the 'root cause' of the force's failings.

Pete Jackson has accused GMP of promoting officers who were part of particular 'cliques' at the force during his time working there - even if they did not have the necessary 'skills' for the job.
