The scheme has been designed to discourage all-day commuter parking and will cover an area of more than 4,600 households across Rusholme and Moss Side.
The plans would make it easier for residents to park closer to their homes while also improving road safety and the flow of traffic.
It has also been designed with local businesses and restaurants in the area in mind to ensure customers have space to park nearby.
