According to , the title change is an automatic right for royals who move up the chain of succession from great-grandchild to grandchild of the current sovereign.
This is thanks to King George V, who established the automatic rule for children and grandchildren in 1917. As Archie and Lilibet are the grandchildren of King Charles (still feels weird to say), King George V said they are HRH.
